The Constitution of the United States: Article II, The Executive Branch

Section 4 - Disqualification
The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

Should such removal be contingent upon the will of the people or limited to the powers of Congress? Why or why not?
