Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

Query:
What is “cruel and unusual punishment”? In other words, does this mean that the punishment should fit the crime, or is the death penalty too cruel for even a cold-blooded killer? Explain.
